It depends almost entirely on what is inside the file. Scanned documents and PDFs full of photographs are mostly image data, and those routinely shrink by 60 to 90 percent. A PDF exported from Word that contains only text and vector graphics is already efficient, so expect something closer to 10 to 30 percent. If a file barely shrinks, it is usually because it was already optimised.
Basic keeps images close to their original resolution and is the safe choice when the document has to stay print-ready. Recommended downsamples images to screen resolution and is right for almost every upload or email attachment. Maximum pushes image quality down hard and should be used when a hard size limit matters more than how the scan looks.
Government portals, job applications and exam forms usually specify an exact ceiling, such as 300 KB or 2 MB.
